When God chooses to send revival he does so in whatever manner he pleases.
Revival normally comes in response to prayer and Bible study. However, it doesn't seem to be in response to prayer for revival. The essential prayer is confession of sin and a desire to be close to God.
The work of the Holy Spirit will involve God's people getting themselves right with him in response to conviction. At the very least this repentance will render the Christians enabled by the Spirit to conduct effective evangelism. It may be that the revival spreads as those originally involved rub shoulders with other Christians. It can also be that the Spirit drives the lost to the newly empowered Christians in order to hear the Gospel and be saved.
Revival can't be programmed but comes as God pleases.
Effective evangelism is rather a different matter, though there will be several overlapping characteristics between the two.
An effective evangelist, either a mass evangelist, a one on one evangelist or something in between, will be a person of prayer and a close relationship with God.
An evangelist is gifted by the Holy Spirit and the communication of the Gospel is accompanied with power.
